Abstract
The project area of operations includes all 34 provinces of Afghanistan, with a focus on improving education management information systems, teacher recruitment, and payroll systems. The project's results framework includes several performance targets, including the establishment of a functional education management information system, the recruitment and training of 10,000 teachers, and the implementation of a transparent and accountable payroll system. The project also aims to improve transparency and accountability at the Afghan Ministry of Education through the implementation of a payroll system and the provision of training to ministry staff. One of the key activities of the project is the education management information system, which includes the development and implementation of a teacher information system, the provision of training to school representatives, and the conduct of data quality assessments. The project has also implemented a teacher recruitment program, which includes the provision of induction training to new teachers, the conduct of performance appraisals, and the alignment of payroll data with the teacher information system. The project has also focused on improving payroll systems, including the implementation of a payroll system, the provision of training to ministry staff, and the conduct of data verification and validation. The project has also implemented a payroll quality assurance program and has provided training to ministry staff on payroll processing and data cleaning. In addition to these activities, the project has also focused on auditing and planning, including the development of an audit manual, the provision of training on fraud prevention and anti-corruption, and the conduct of internal auditing. The project has also implemented a resource planning, allocation, and execution program, which includes the extension of the Afghan Financial Management Information System to provincial education departments, the upgrade of the budget planning and execution tool, and the provision of training on provincial budget allocation. The project has also worked with civil society organizations to improve oversight and accountability, including the development of a guideline for civil society oversight, the establishment of a civil society education oversight committee, and the provision of training to civil society organizations and community education monitors.
