Abstract
The program began on August 1, 2020, and will conclude on July 31, 2025. The DAWERR Activity is implemented by ECODIT LLC, a US-based company, in partnership with the Government of Lebanon and other stakeholders. The program's overall approach is centered on building the capacity and commitment of municipalities to provide improved SWM services, empowering communities to sort at the source and participate actively in various stages of the recycling value chains, and developing successful business models that create green economic opportunities and generate net incomes along the value chains. The program is divided into three main objectives, each with specific tasks and activities. Objective 1 focuses on building the capacity and commitment of municipalities to provide improved SWM services. This includes selecting target municipalities for the year 1 pilots, implementing the proposed pilots in selected municipalities, facilitating the replication of the pilots in additional municipalities, and working with selected unions/clusters of municipalities to develop and implement integrated SWM. The program aims to improve SWM services in at least 10 municipalities by the end of year 2. Objective 2 aims to empower communities to sort at the source and participate actively in various stages of the recycling value chains. This includes designing and implementing behavior change communication (BCC) campaigns, disseminating SWM best practices and information on the activity's progress, and engaging communities, civil society, and the private sector in the SWM process. The program aims to increase community participation in SWM by 30% by the end of year 2. Objective 3 focuses on developing successful business models that create green economic opportunities and generate net incomes along the value chains. This includes providing incentives and making a business case for source separation and recycling, developing a digital clearinghouse market for source-separated recyclables, and enabling and growing innovation, sustainability, and access to green finance and investments. The program aims to create at least 100 green jobs and generate net incomes of $1 million along the value chains by the end of year 2. The DAWERR Activity also includes cross-cutting considerations and activities, such as collaborating, learning, and adapting (CLA), monitoring, evaluation, and learning (MEL) plan, gender mainstreaming, institutional capacity building and coordination with ministries, science, technology, innovation, and partnerships, environmental compliance, and safety and security. The program will be monitored and evaluated regularly to ensure that it is meeting its objectives and making progress towards its targets. The DAWERR Activity has a total budget of $5 million for year 2, which will be used to implement the program's activities and achieve its objectives. The program will be implemented in partnership with various stakeholders, including the Government of Lebanon, civil society organizations, and the private sector. The program's success will depend on the effective collaboration and coordination among these stakeholders, as well as the availability of resources and funding.
