Abstract
4. This plan is an integral part of the overall CSP PMEL, approved by USAID in June 2019. The annex includes fifteen proposed indicators and targets that are unique to TO 4, selected and defined by USAID as part of their PMP and PSD project. The CSP's Principles and approaches to MEL emphasize the importance of Collaborating, Learning and Adapting (CLA) and Modern Evaluation Techniques for Iterative Learning. The CSP's learning toolkit, described in the CSP PMEL Plan's CLA section, will be the basis for cost-effective, iterative learning and evaluation under TO 4. An enhanced strategy, rooted in the developmental evaluation (DE) approach, has been developed to identify the most scalable and sustainable activities. This approach involves training staff to integrate the DE approach into the development of the TO 4 learning plan, using outcome harvesting to identify positive, negative, and neutral changes, and working backward to identify critical project inputs. The Task Order 4 Workforce Development's Logical Framework outlines the program's goals, objectives, and indicators. The program aims to increase access to productive economic resources for youth (15-29) and improve the performance of USG-assisted organizations. The program targets include 80% of participants who are youth in USG-assisted programs designed to increase access to productive economic resources, and 80% of USG-assisted organizations with improved performance. The program also aims to place 300 individuals in jobs as a result of the scholarships, representing a 28% placement rate. The scholarships awarded by CSP will amount to 1,055, with most beneficiaries falling within the category of youth (age 15-29). The total amount of beneficiaries under TO4 will aim to reach 1,087, including the 1,055 beneficiaries receiving scholarships. The program will provide trainings to beneficiaries aiming to increase their access to productive economic resources and improve their skills. These trainings might include a mixture of youth and participants older. The program's performance will be monitored and evaluated through the use of indicators and targets outlined in the Logical Framework. The MEL specialist will collect and report the achieved results on a quarterly and annual basis. The program's findings will be conveyed to the TO 4 Director, who will share them with the chief of party and USAID on a rolling basis or in quarterly or annual reports. The program's ultimate goal is to contribute to the achieving of both objectives of the USAID PMP, namely: USAID's Development Objective 1: Inclusive Economic Opportunities Enhanced through Private Sector Engagement, and USAID's Development Objective 2: Effectiveness of Educational Institutions Improved.
