Abstract
The project is led by Deloitte Consulting LLP, in collaboration with local partners MB Consulting and Kula, and the Government of the Republic of Mozambique (GRM) counterparts in the Ministry of Public Health (MISAU) and the Ministry of Women & Social Welfare (MMAS). The project's goal is to improve health outcomes in Mozambique by addressing weaknesses in the health and social welfare systems at both central and sub-national levels. These weaknesses include financial management and resource allocation decisions, inefficient operations, human resource limitations, and the use of timely and accurate data for decision-making. The FORSSAS project will achieve its goal through four intermediate results: increased effectiveness in health governance, improved health public financial management, improved sustainable operations capacity, and strengthened human resources. The project will focus on improving planning management and budget execution, rational allocation of resources, and the management and retention of health and social welfare staff. The project will use a performance-based approach to capacity building, which will help counterparts establish and meet performance targets. The project will also introduce system-level mechanisms to promote accountability, such as monitoring and compliance mechanisms, and incentives to promote long-term compliance and positive behavior change. The FORSSAS project will build on activities initiated under the Health Systems 20/20 (HS 20/20) project, while introducing long-term solutions to address the underlying challenges and root causes of issues faced by counterparts. The project will phase out short-term "work-arounds" and introduce sustainable solutions that will help Mozambique achieve health objectives efficiently. The project will be implemented over a five-year period, with a focus on improving health outcomes in Mozambique. The project will be led by Deloitte Consulting LLP, in collaboration with local partners and GRM counterparts. The project's success will be measured through project indicators that aim to measure changes in capacity and performance.
