Abstract
The initiative was implemented in partnership with ACTED, a humanitarian agency. Beneficiaries utilized the cash to purchase basic goods, pay for medical care, and initiate small-scale income-generating activities. The average monthly transfer was approximately $152, which enabled families to afford essential items available in local markets. The cash transfer program was designed to address the deteriorating living conditions among internally displaced persons (IDPs) in southern Mali and neighboring countries. Many IDPs fled to major cities, where the cost of living was high and job opportunities were scarce. The majority of IDPs chose to reside with host families, straining community resources during a time of record food insecurity. In response to these immediate needs, USAID moved quickly to provide monthly cash transfers to vulnerable IDPs and host families in the capital city of Bamako via mobile phones. The cash transfers allowed beneficiary families to better afford important goods and services, complementing staple commodities distributed by the U.N. World Food Program. Some parents reported utilizing the cash to pay school fees, preventing further disruption to their children's education. Additionally, cash grants enabled IDPs to pay for rented accommodations or contribute to host family expenses, alleviating financial pressure and enabling host communities to continue supporting IDPs. USAID's support for cash transfers in Mali also protects livelihoods by injecting much-needed cash into the local economy. Furthermore, cash transfers protect the dignity of choice by empowering IDPs and host families to purchase local goods they deem most vital for meeting household priorities and improving their circumstances. The initiative demonstrates the effectiveness of cash-based interventions in addressing the needs of vulnerable populations in crisis situations. The cash transfer program in Mali highlights the importance of providing timely and targeted support to conflict-affected populations. By providing financial resources to meet basic needs, USAID and its partners can help alleviate poverty, improve living conditions, and promote economic stability in crisis-affected areas. The initiative also underscores the need for flexible and adaptable humanitarian responses that take into account the diverse needs and circumstances of affected populations.
