USAID’s INTEGRATED HEALTH SYSTEMS STRENGTHENING AND SERVICE DELIVERY ACTIVITY

AID-391-A-17-00002, Annual Performance Report FY 2023, covers the period from October 1, 2022, to September 30, 2023. The report is made possible by the support of the American people through the United States Agency for International Development (USAID). The activity's primary goal is to strengthen health systems and improve service delivery in Pakistan, with a focus on the provinces of Sindh and Khyber Pakhtunkhwa (KP). The report highlights the progress made in various areas, including health systems strengthening, global health security, tuberculosis (TB) control, activity monitoring and evaluation, and cross-cutting initiatives. In the area of health systems strengthening, the report notes the closure and dissemination of IHSS-SD project activities from 2017 to 2022. The Pediatric COVID-19 Vaccination Campaign 2022 was also implemented, with a focus on increasing vaccination coverage among children. Additionally, the report highlights the strengthening of Integrated Disease Surveillance and Response (IDSR) systems, including the expansion to additional districts. The report also focuses on global health security, with a particular emphasis on the strengthening of Public Health Emergency of International Concern (PHEIC) and Disease Surveillance Response Under the United States (DSRUUS) systems. Capacity development activities, including IDSR training, FETP frontline training, and the establishment of a Center of Excellence for Infectious Diseases, were also implemented. In the area of TB control, the report highlights the inception of TB activities, including the establishment of a Letter of Understanding between the Health Department of Sindh and the IHSS-SD Activity. The report also notes the strengthening of technical and diagnostic capacities of TB Management Units (BMUs) and Private Medical Treatment (PMDT) staff, as well as the implementation of IPC standards for TB BMUs and PMDT. The report also covers activity monitoring and evaluation, including the development of an Activity Monitoring, Evaluation, and Learning Plan (AMELP). The report highlights the strengthening of monitoring and supervisory systems in the Department of Health (DOH) KP, as well as capacity assessments at district and health facility levels. In addition, the report covers cross-cutting initiatives, including gender and youth inclusion, innovation and technology, and financial and operations management. The report highlights the implementation of various initiatives, including the development of a Gender and Youth Inclusion Strategy and the establishment of an Innovation and Technology Committee. The report also provides information on financial and operations management, including financial management, taxation, procurement, operations, human resources and staffing, sub-awards and local grants, compliance, and safety and security. The report highlights the implementation of various initiatives, including the development of a Financial Management Plan and the establishment of a Procurement Committee. The report concludes with a section on planned interventions and events, as well as a TB Implementation Framework Agreement (TIFA).
