Abstract
The workshop aimed to improve the skills of CENROs and their staff from the six cities participating in USAID's Cities Development Initiative (CDI) in conducting urban environmental and natural resources management planning within the context of disaster risk reduction and climate adaptation. The workshop was a three-day learning event with instructional modules, related exercises, and CENRO experience presentations. The program included a field case study on field vulnerability issues and adaptation response mapping in Barangay Pallocan West, Batangas City. The workshop provided CDI cities to learn more about their devolved environmental functions and see the bigger picture of how a sustainable environmental program impacts their cities' development. The participants engaged in discussions about sustainable growth in the climate change regime, highlighting the importance of planning well for development. The workshop results can enhance the SURGE Project activities in development planning, formulation of climate and environment formulation, and decision-making. The workshop outputs included the preparation of Comprehensive Land Use Plan (CLUP), Comprehensive Development Plan (CDP), and City Public Investment Programs (CIPPs). The participants were from the six CDI cities, with equal representation by men and women. The workshop was organized by the SURGE Project, funded by the United States Agency for International Development (USAID). The workshop highlighted the importance of balancing economic growth with responsible environmental management. The participants stressed that growing economies must adapt to the new normal of climate change, requiring policies, regulations, and policies that support sustainable resource use. The workshop results can further explore this entry point, strategically enhancing its support for CDI cities to achieve a successful management program within their development objectives.
