Abstract
The project's monitoring, evaluation, and learning plan (MELP) outlines the framework for managing the project and assessing its achievements. The MELP covers the period from July 1, 2020, to June 30, 2025, and proposes performance indicators and cost-effective data collection, analysis, and reporting procedures. Vietnam is a rapidly developing country with a high average real GDP growth rate of 6.6 percent in recent years. However, the country's total greenhouse gas emissions grew by an estimated 937 percent between 1991 and 2012, averaging almost 12 percent per year. The Government of Vietnam has pledged to reduce its emissions by 8 percent unconditionally and by an additional 17 percent (25 percent total by 2030) conditional on donor support. Emissions from the Agriculture, Forestry, and Other Land Use (AFOLU) sector play a large role in Vietnam's overall emissions profile and present important opportunities for emissions mitigation and for enhanced sequestration. Forest loss and degradation are strongly associated geographically with high poverty rates, population density, agricultural production areas, and existing forest stock. Deforestation and degradation drivers include smallholder encroachment, commercial agribusiness, infrastructure development, and illegal logging. It is estimated that 43 percent of tree cover loss in Vietnam can be attributed to deforestation through conversion to commodities, 31 percent to tree plantations, and 24 percent to shifting agriculture. The large and growing wood product industry has incentivized logging of natural forests and conversion to plantations. Encroachment of rubber, cashew, and coffee plantations is also a driver of forest conversion. The project's Theory of Change (TOC) outlines the expected outcomes and impact of the project. The TOC assumes that the project will contribute to the reduction of deforestation and forest degradation in Vietnam by promoting sustainable forest management practices, improving forest governance, and enhancing the livelihoods of forest-dependent communities. The project's objectives include increasing forest cover, reducing greenhouse gas emissions, and improving the livelihoods of forest-dependent communities. The MELP describes the learning priorities, monitoring and evaluation planning, and knowledge management processes that will be used to assess the project's achievements. The plan outlines the performance indicators, measurement methodologies, and processes that will be used to track progress toward the project's objectives. The MELP also describes the data management processes that will be used to perform MEL throughout the life of the project. The project's monitoring and evaluation plan includes performance indicators and measurement methodologies for tracking progress toward the project's objectives. The plan outlines the data collection, analysis, and reporting procedures that will be used to assess the project's achievements. The MELP also describes the knowledge management processes that will be used to share knowledge and lessons learned with stakeholders. The project's adaptive management strategies will be used to respond to changes in the project's context and to adjust the project's approach as needed. The MELP outlines the roles and responsibilities of the project team and the resources that will be required to implement the project's adaptive management strategies. The plan also describes the procedures that will be used to update the MELP annually. The project's performance indicators and measurement methodologies will be used to track progress toward the project's objectives. The indicators will be used to assess the project's achievements and to identify areas for improvement. The MELP outlines the procedures that will be used to collect, analyze, and report data on the project's performance indicators. The project's knowledge management processes will be used to share knowledge and lessons learned with stakeholders. The MELP outlines the procedures that will be used to collect, analyze, and report data on the project's knowledge management activities. The plan also describes the procedures that will be used to update the MELP annually.
