The Vietnam Low Emission Energy Program (V-LEEP) is a five-year initiative aimed at reducing greenhouse gas emissions and promoting clean energy development in Vietnam.

Abstract
The program, implemented by Deloitte Consulting LLP and its partners, is funded by the United States Agency for International Development (USAID) and focuses on three key components: Low Emission Strategy Development for the Energy Sector, Enhance Capacity and Improve Enabling Environment for RE Development, and Increase Energy Efficiency Adoption and Compliance. Progress and achievements in the fifth quarter of the program (October-December 2020) are reported in this document. Key accomplishments include the development of a low emission strategy for the energy sector, enhancement of capacity and enabling environment for renewable energy (RE) development, and increased adoption of energy efficiency measures. The program has also supported the development of 15 bankable RE projects, with a total capacity of 1,500 MW, and has trained over 1,000 individuals in clean energy and energy efficiency. The program has made significant progress in reducing greenhouse gas emissions, with an estimated 2.5 million metric tons of CO2 equivalent reduced through clean energy activities supported by USG assistance. Additionally, the program has improved the capacity of 15 institutions to address clean energy issues, and has supported the adoption of 10 laws, policies, regulations, or standards addressing clean energy. The program has also made significant progress in mobilizing investment for clean energy, with a total of $1.2 billion mobilized through USG assistance. Furthermore, the program has supported the development of 10 clean energy generation capacity projects, with a total capacity of 1,000 MW, and has installed or rehabilitated 500 MW of clean energy generation capacity. The program has also made significant progress in promoting gender equality and female empowerment, with over 500 individuals trained in clean energy and energy efficiency. The program has also supported the development of 10 private sector firms that have improved management practices or technologies as a result of USG assistance. The program has faced several challenges, including the COVID-19 pandemic, which has impacted the program's ability to implement activities. However, the program has adapted to these challenges and has continued to make progress towards its goals. The program has also cooperated with other USG and donor programs, including the Clean Energy Investment Accelerator (CEIA), the Hawaii Natural Energy Institute (HNEI), the National Renewable Energy Laboratory (NREL), and the USAID Clean Power Asia Program. The program has also received support from the Asian Development Bank (ADB) and the United Nations Development Programme (UNDP). Overall, the V-LEEP program has made significant progress towards its goals of reducing greenhouse gas emissions and promoting clean energy development in Vietnam. The program has demonstrated its ability to adapt to challenges and has continued to make progress towards its goals.
