Abstract
The purpose of the visit was to expedite the completion of rehabilitation works under USAID funding and to inspect the digital governors arrived at Tarbela from GE USA. At the time of the visit, Tarbela Power Station's total maximum generation was 2035 MW at a reservoir level of 1462 ft. Units #1, 3, and 4 were capable of generating 195 MW at full reservoir level, but were generating 152 MW each. The installation of new Class F windings under the FARA had added 128 MW to the station's capacity. The replacement of windings in Units #1, 3, and 4 was completed in February and May 2012, and May 2011, respectively, with the new Class F windings. The winding temperatures were under controlled limits at the time of the visit. WAPDA was finalizing the purchase order for the procurement of one third winding spares from Marubeni Corporation, Japan. The purchase order for the Tank dewatering pump was placed, with a delivery period of 12 weeks. The manufacturing of digital governors was completed at GE, USA, and the new governors arrived at Tarbela on November 30, 2012. EPP engineers inspected the new equipment, and detailed inspection will be carried out after the arrival of GE engineers next week. WAPDA requested shutdown on unit #5 to install the new governor under the supervision of GE engineers. The procurement of the SCADA system was delayed due to technical negotiations with ABB. The case was with WAPDA Central Contract Cell for adjudication. WAPDA was requested to expedite the procurement. The expiry date of Tarbela FARA was December 31, 2012, and WAPDA submitted a request for an extension in the validity of FARA for one year. The USAID Energy Policy Project requested EPP to expedite its approval from the Energy Office.
