Abstract
The Program focuses on three specific areas: enhancing the Government of Vietnam's capacity to acquire, manage, analyze and use energy sector data in decision making, increasing energy efficiency in the building sector, and increasing public and private investment in and piloting of renewable energy technologies. Component 1 of the Program aims to enhance the Government of Vietnam's capacity to acquire, manage, analyze and use energy sector data in decision making. During the third quarter of Year 3, the Program made progress in developing a National Building Energy Performance Baseline. Task 1.1.2 focused on developing a baseline that would serve as a reference point for future energy efficiency efforts in the building sector. The baseline was developed in collaboration with various stakeholders, including the Ministry of Construction and the Department of Industry and Trade. Component 2 of the Program focuses on increasing energy efficiency in the building sector. During the third quarter, the Program made progress in achieving 50% energy savings from demonstration buildings. Task 2.1.5 involved implementing energy-efficient measures in demonstration buildings, including the use of energy-efficient lighting and HVAC systems. The Program also conducted a study tour to the United States to learn from best practices in energy-efficient building design and operation. The Program also made progress in developing a comprehensive training program for building professionals. Task 2.4.4.1 involved conducting three workshops on integrated design, which aimed to promote the use of energy-efficient design principles in building design. The workshops were attended by building professionals from various sectors, including architects, engineers, and contractors. In addition to the technical activities, the Program also made progress in cross-cutting activities, including gender mainstreaming and communications. The Program developed a gender action plan to ensure that all activities are inclusive and equitable for both men and women. The Program also conducted various communications activities, including media outreach and social media engagement, to raise awareness about the importance of clean energy and energy efficiency. The Program also made progress in developing a revised project document and a revised LOP work plan. The revised project document amends the MOC portion of the project activities from $3M to about $6.5M and explains the scope of activities accordingly. The revised LOP work plan incorporates support by the Project to MOC in developing and accomplishing a Green Growth Action Plan (GGAP) for the Construction Sector. The Program also held numerous meetings with various stakeholders, including USAID, private sector entities, and government agencies. The meetings aimed to promote collaboration and coordination among stakeholders to achieve the Program's objectives. The Program's indicators for FY 2015 show progress in various areas, including energy efficiency and renewable energy. The Program aims to achieve a 27% increase in energy efficiency in the building sector and a 50% increase in renewable energy capacity. The Program's indicators will continue to be monitored and evaluated to ensure that the Program is on track to achieve its objectives. Overall, the USAID Vietnam Clean Energy Program made significant progress during the third quarter of Year 3. The Program's activities and achievements demonstrate its commitment to promoting clean energy and energy efficiency in Vietnam.
