Abstract
The program's primary objective is to increase access to reliable and affordable grid-based power, while also promoting the development of renewable energy sources and improving the performance of national utilities and power sector entities. The WAEP program is structured around three key outcomes: Optimized Supply of Power, Access to Reliable and Affordable Grid-Based Power, and Performance of National Utilities and Power Sector Entities Improved. Outcome 1 focuses on optimizing the supply of power through the development of new generation capacity, non-generation energy services investments, and improvements in generation and transmission planning. The program's strategy for Outcome 1 involves several tasks, including leveraging the Power Africa Toolbox, providing transaction advisory support to the private sector, and advancing the adoption and implementation of the Integrated Power Sector Master Plan. Additionally, the program aims to improve the legal and regulatory frameworks for private sector investment, provide financing solutions, and strengthen transmission capacity. Outcome 2 focuses on increasing access to reliable and affordable grid-based power through electrification planning, financing solutions for distribution infrastructure, and ease and affordability of end-user connection. The program's strategy for Outcome 2 involves providing support for the preparation of the Least-Cost Investment Plan to achieve universal energy access, providing technical and advisory support to productive uses of electricity, and enabling financing solutions for distribution infrastructure. Outcome 3 focuses on improving the performance of national utilities and power sector entities through the effectiveness of regulators, tariff regulation, licensing process reform, and capacity-building. The program's strategy for Outcome 3 involves supporting Ghana's regulatory agencies to strengthen regulatory processes, strengthening tariff regulation, and assisting in reforming the licensing process. The WAEP program is guided by several key themes and success factors, including the importance of collaboration, learning, and adaptation, as well as the need for a results-driven approach. The program also identifies several key assumptions, risks, and mitigation measures, including the assumption that the program will be able to leverage the Power Africa Toolbox to support private sector investment, and the risk that the program may face challenges in implementing the Integrated Power Sector Master Plan. The program's management structure includes a Program Management Office, which is responsible for overseeing the program's implementation and ensuring that it is meeting its objectives. The program also has a number of key stakeholders, including the Government of Ghana, the private sector, and civil society organizations. Overall, the WAEP program is a comprehensive initiative aimed at improving the energy sector in West Africa.
