Abstract
The program's primary objective is to increase access to reliable and affordable grid-based power, while also optimizing the supply of power and improving the performance of select national utilities and power sector entities. In Year 2 of the program, WAEP focused on several key activities. Outcome 1 aimed to optimize the supply of power by implementing a range of interventions, including the development of a new power generation plan and the implementation of a business continuity plan. Outcome 2 sought to increase access to reliable and affordable grid-based power by supporting the expansion of the grid and the development of new power distribution infrastructure. Outcome 3 focused on improving the performance of select national utilities and power sector entities by providing technical assistance and capacity-building support. One of the key challenges faced by WAEP in Year 2 was the COVID-19 pandemic, which required the program to redirect its activities to address the pandemic's impact on the energy sector. In response, WAEP implemented a range of COVID-19 redirect activities, including the development of a COVID-19 response plan and the provision of technical assistance to support the sector's response to the pandemic. The Program Management Office (PMO) played a critical role in overseeing the implementation of WAEP's activities in Year 2. The PMO was responsible for managing the program's budget, coordinating with stakeholders, and ensuring that the program's activities were aligned with its objectives. The PMO also worked closely with the program's finance and operations team to ensure that the program's financial and operational activities were properly managed. In terms of finance and operations, WAEP's budget for Year 2 was approximately $10 million. The program's financial activities were managed by the finance and operations team, which was responsible for ensuring that the program's financial transactions were properly recorded and reported. The team also worked closely with the PMO to ensure that the program's financial activities were aligned with its objectives. Despite the challenges posed by the COVID-19 pandemic, WAEP made significant progress in Year 2. The program's activities resulted in a range of positive outcomes, including the development of a new power generation plan, the implementation of a business continuity plan, and the expansion of the grid. The program also made significant progress in improving the performance of select national utilities and power sector entities, including the Electricity Company of Ghana (ECG) and the Ghana Grid Company (GRIDCo). In terms of risks and challenges, WAEP faced a range of issues in Year 2, including the COVID-19 pandemic, which required the program to redirect its activities. The program also faced challenges related to the implementation of its activities, including delays and cost overruns. However, the program's PMO and finance and operations team worked closely together to mitigate these risks and ensure that the program's activities were properly implemented.
