Abstract
A central office of the Directorate General of Higher Education will implement the project with contractor TA under the supervision of a GOI/USAID steering committee. Project activities will be in seven areas. (1) To upgrade faculty skills, the project will provide: training at U.S., Indonesian, and third-country institutions to 40 Ph.D. and 140 M.S. candidates; 22 nondegree courses for up to 50 staff members; 1-2 semesters abroad for in-country degree participants; 3 months of intensive English training for 250 staff; and refresher courses for 440 faculty. (2) To improve university administration and planning, internships, study programs, and TA will be provided to Indonesian administrators. (3) An inter-university staff of 54 will form six networks to collaborate in research efforts designed to strengthen their institutions and resources and provide them with technical and financial assistance. (4) Curricula and teaching methods will be improved, and technical manuals produced; in particular, a credit system for degree achievement will be instituted, greatly increasing university efficiency and productivity. (5) Research publications produced by universities and available to other BKS-Barat institutions will increase from the current average production of 5 to 10 per year per college. (6) To upgrade physical facilities, commodities such as laboratory and field equipment, 9,600 books and journals related to Indonesian development, and printing/reproduction facilities will be provided. (7) Public service activities such as annual short courses, publication of leaflets, and student involvement in community activities will be increased. Amendment of 6/85 extends the project to 8/90 and authorizes Phase II activities, to include: intensified TA at the three BKS-B universities best able to utilize such assistance (the Universities of Syiah Kuala, Lampung, and Riau); (2) additional U.S. training (15 Ph.D., 60 M.A., and 10 nondegree candidates) and in-country short courses and workshops; and (3) continued efforts to upgrade research, undergraduate education, and administration at BKS-B universities and to initiate faculty networking. (PD-AAR-464) Amendment of 8/87 extends the project to 5/31/91 so that 40 female BKS-B staff members can obtain advanced U.S. degrees and 20 may obtain advanced Indonesian degrees. (PD-AAW-798)
