Abstract
The project aims to transform Egypt's TVET systems and institutions to be market-driven and responsive to the demands of local and global labor markets. The project achieves this goal through three main objectives, with a particular emphasis on youth and women: 1) to transform the quality and market relevance of the TVET institutions and programs, 2) to strengthen private sector participation in workforce development, and 3) to improve the environment for skills development and employment. Strong partnerships with public, non-governmental, private entities, international donors, and their implementing contractors, and other committed stakeholders contribute to the project's success. The project's first objective focuses on transforming the quality and market relevance of TVET institutions and programs. This involves upgrading TVET programs and institutions to produce market-driven skills through various interventions, including the establishment of at least 10 International Applied Technology Schools, revamping the commercial track of secondary technical education, and supporting units for transition to employment. The project also aims to improve the capacity of private sector-led institutions to set occupational standards, support effective work-based learning models, and recommend skill needs. The second objective aims to strengthen private sector participation in workforce development. This involves improving human resource strategies at the company level, upgrading skills and employability of current workforce, and promoting innovation and entrepreneurship. The project also focuses on improving the skills and employability of current workforce through various interventions, including training and development programs. The third objective aims to improve the environment for skills development and employment. This involves identifying and addressing governorate-level labor market inefficiencies, advocating for selected national-level labor market reforms, and promoting innovation and entrepreneurship. The project also focuses on improving the environment for skills development and employment through various interventions, including the establishment of a career guidance system, a continuous learning and training system, and a vocational training and employment center. Some of the project highlights from the second quarter of the 2024 fiscal year include a three-day refresher training workshop for 310 International Applied Technology School (IATS) teachers, staff, private sector partners, and MoETE representatives, and a six-day refresher conference for 1,300 teachers from the project's school and local Units for Transition to Employment (UTEs). These events provided opportunities for participants to share experiences, best practices, and potential solutions to challenges experienced by the IATSs and UTEs. The project's partnerships with public, non-governmental, private entities, international donors, and their implementing contractors, and other committed stakeholders are instrumental in sustaining the project's activities and interventions. These partnerships provide local input for the design and implementation of the project's activities, guaranteeing relevance, contextualization, and localization. The project's activities also align with international best practices to further support sustainable employment both in Egypt and internationally.
