Abstract
The program's primary objective is to increase confidence in governance based on equitable participation in decision-making and management of community assets. This objective is to be achieved through the implementation of four key objectives, which are outlined in the program's Year Two Annual Work Plan. Objective 1 focuses on increasing confidence in governance by promoting equitable participation in decision-making and management of community assets. This objective is to be achieved through the selection of new communities for TIS+ support, regional and district stability assessments, and the integration of communications and outreach initiatives. The program will also integrate arts and cultural activities into community-based initiatives to promote social cohesion and community engagement. Objective 2 aims to empower community and government representatives to engage with the private sector and development actors in a collaborative process for community growth. This objective is to be achieved through the development of consensus-designed bridging plans and the implementation of PIKA initiatives. The program will also integrate arts and cultural activities into bridging plan initiatives to promote community engagement and social cohesion. Objective 3 seeks to increase Somali engagement in creating a more stable future. This objective is to be achieved through the undertaking of social reconciliation activities, the promotion of Somali arts and cultural activities, and the integration of arts and cultural activities into community-based initiatives. The program will also promote Somali arts and cultural activities to increase engagement in creating a more stable future. Objective 4 focuses on supporting inclusive, sustainable development by reducing gender gaps in stabilization and development. This objective is to be achieved through the training of male and female facilitators in gender-sensitive facilitation, the incorporation of gender-sensitive approaches into every activity, and the increasing of women's leadership in peacebuilding and social reconciliation. The program will be implemented through a collaborative effort between the TIS+ team, implementing partners, and government representatives. The program's success will be measured through the achievement of key indicators, which are outlined in the program's Activity Monitoring and Evaluation Plan/Performance Indicator Review Sheets (AMEP/PIRS). The TIS+ Program will operate in several regions of Somalia, including the South West State, Jubaland State of Somalia, and the Interim South West Administration. The program will be implemented through a network of field offices, which will be responsible for implementing program activities and providing technical assistance to communities. The program's budget for Year Two is approximately $10 million, which will be allocated to support program activities, including the implementation of PIKA initiatives, the development of bridging plans, and the promotion of Somali arts and cultural activities. The program will also receive technical assistance from USAID and other development partners to support program implementation and monitoring and evaluation. The TIS+ Program is expected to make significant contributions to the stabilization and development of Somalia, particularly in the areas of governance, community engagement, and gender equality. The program's success will depend on the effective implementation of program activities, the collaboration of implementing partners and government representatives, and the achievement of key indicators outlined in the program's AMEP/PIRS.
