Abstract
It highlights the importance of improving waste management services, particularly in low-income countries, where waste generation rates are expected to double over the next 20 years. The study focuses on the Clean Cities, Blue Ocean program, which aims to build local government capacity in solid waste management planning, policy, and service delivery. The program uses a tool called the Solid Waste Capacity Index for Local Governments (SCIL), which assesses a city's capacity in six key areas: policy and legal frameworks, financial management, service delivery, human resources, community engagement, and planning process. The study provides examples of how the SCIL has been used in various cities, including Pisco, Peru, and Parañaque, to improve waste management services and increase community engagement.
