Abstract
The survey aimed to assess the city's internal capacity and external satisfaction with municipal services. Asadabad is a city located in the Kunar Province of Afghanistan, with a population of approximately 25,000 people. The survey results indicate that Asadabad has a relatively low level of municipal capacity compared to other cities in the RAMP UP East program. The city's general municipal capacity score was 2.5 out of 5, with the lowest scores in the areas of public finance and financial management. The city's public works capacity score was 3.2 out of 5, with the highest scores in the areas of infrastructure development and maintenance. The survey also assessed the city's revenue enhancement capacity, which was found to be relatively low. The city's revenue enhancement capacity score was 2.1 out of 5, with the lowest scores in the areas of tax collection and revenue management. The survey results suggest that the city's revenue collection is largely dependent on external funding sources, rather than internal revenue generation. The resident survey component of the study assessed the quality of life, services, and governance in Asadabad. The survey results indicate that residents are generally satisfied with the city's services, with the highest satisfaction rates in the areas of public works and infrastructure development. However, residents expressed concerns about the city's governance and financial management practices. The survey results also indicate that women in Asadabad face significant challenges in accessing municipal services and participating in decision-making processes. The survey found that women-headed households are more likely to experience poverty and lack access to basic services such as healthcare and education. The RAMP UP East program has been working with the city of Asadabad to improve its municipal capacity and external satisfaction with municipal services. The program has provided technical assistance and training to city officials, as well as support for infrastructure development and revenue enhancement initiatives. The program's efforts have resulted in improvements in the city's public works capacity and revenue enhancement capacity, as well as increased resident satisfaction with municipal services. The survey results provide valuable insights into the challenges and opportunities facing the city of Asadabad, and highlight the need for continued support and assistance from the RAMP UP East program.
