Abstract
The survey aimed to assess the city's internal capacity and external satisfaction with municipal services. The program was sponsored by the United States Agency for International Development (USAID) and implemented by Development Alternatives Inc. (DAI). The survey results indicate that the City of Asadabad has a population of approximately 20,000 people, with a significant proportion of residents living in poverty. The city's municipal government has a total staff of around 150 employees, with a mix of permanent and contract staff. The municipal organization chart was created in 2011, and the city master plan was written in 2009. The survey found that the city's internal capacity is limited, with a lack of skilled staff and inadequate infrastructure. The municipal government faces challenges in providing basic services such as water supply, sanitation, and waste management. The city's public works capacity is also limited, with a lack of equipment and maintenance facilities. However, the municipal government has made efforts to improve its capacity, including the creation of a municipal procedures manual and a systematic filing system for public works.
