The Danish Refugee Council's Diaspora Emergency Action & Coordination (DEMAC) project aims to develop a framework, operational tools, and learning package for diaspora and institutional humanitarian actors to improve future responses to humanitarian emergencies.

Abstract
The project is implemented in three focus countries: Pakistan, Ukraine, and Somalia, with the goal of identifying and documenting diaspora humanitarian engagement in these countries. The DEMAC coordination team has focused on implementing three case studies in the focus countries, in coordination with its evaluation and research consultants Owl RE. The case studies involve conducting desk reviews, collecting information through interviews with relevant actors, and writing reports on diaspora humanitarian engagement in each country. The initial mapping of diaspora organizations in the focus countries identified 18 to 19 diaspora organizations involved in humanitarian response per country. The DEMAC team has also been involved in monitoring new crises for real-time reviews (RTR). Although no significant mobilization of humanitarian diaspora organizations was identified on several crises, the team recently identified a natural disaster in Timor-Leste where diaspora organizations were mobilizing and fundraising online. As a result, the DEMAC team agreed to proceed with the first RTR in Timor-Leste, which will be finalized by the end of the next reporting period. The project's progress is measured through four indicators: the number of case study reports published, the number of reports from RTRs, the number of synthesis reports on diaspora humanitarian engagement published, and the number of articles published on relevant media channels about diaspora humanitarian engagement. As of the reporting period, the project has made significant progress in implementing the case studies, with 80% cumulative progress to date. However, the quality of the first version of the case studies report was not satisfactory, resulting in a slight delay. The DEMAC team is working to finalize the case studies report by May 2021 and hopes to conduct the second RTR during the summer if a new crisis occurs. The synthesis report will be developed when all three case studies and the two RTRs are finalized, and the articles about diaspora humanitarian engagement will be developed and published between May and August 2021. Overall, the implementation of the project's activities and objectives is going well, despite some slight delays with the case studies. The DEMAC team is working to improve the quality of the case studies and is making progress in implementing the project's objectives.
