Abstract
The project involves the construction of a canal and minor canals, as well as the installation of Reduced Distance (RD) stones. The project is being implemented by the Water and Power Development Authority (WAPDA) with the assistance of Halcrow Pakistan, a consulting firm. The site visit report for the Waran Canal Project, conducted by Halcrow Pakistan in May 2016, provides an update on the progress achieved on the project. The report states that out of five milestones, three have been completed as per construction drawings and specifications, and have been certified by WAPDA. The remaining two milestones are still under construction, and the details of the outstanding works are provided in Section 3 of the report. The report highlights that the works carried out on all the milestones were of satisfactory quality in terms of material and workmanship. However, there were areas where improvements were suggested on the ongoing works to address them in the remaining works. The report also notes that the Reduced Distance (RD) stones in the entire length of the Waran Canal and Minor Canal have not been installed, and WAPDA has updated that these will be installed at a later stage once the lining of the canal is finalized. The report also mentions that the alignment between outlets for Dabara Minor and Faridabad Minor was found to be out of straight line, which could have been avoided by timely coordination between the contractors of the main Waran canal and the contractor of the minors through WAPDA construction supervising staff. The report suggests that an 'S' curve has to be provided to connect two points on both these minor outlets instead of a straight line. The report also notes that the canal was constructed on a high embankment (more than 3m) on Package B of the Waran canal (upstream and downstream of RD 15+000) and Faridabad minor, which acts as a barrier to local residents. This could have been avoided by following the alignment of the original Waran canal. According to the Management Consultants, the original Waran canal alignment involved the construction of some expensive structures and therefore was not followed. In general, the works have been carried out with satisfactory compliance to EMMP requirements except for some rectifiable non-compliance. Contractors have established camps following the recommendations of respective project EMMPs. Most of the labor force has been selected from local populations, and the contractors have also established a system for the disposal of waste and sewage. The report also mentions that the team agreed with WAPDA's suggestion that RD stones can only be installed after proper length measurement is done upon completion of canal lining. The report concludes that the project is progressing satisfactorily, and the outstanding works will be completed as per the project schedule. The report provides a detailed account of the progress achieved on the project, including the completion of milestones, the installation of RD stones, and the alignment of the canal. The report also highlights the areas where improvements are needed to ensure the successful completion of the project.
