A.I.D. and economic policy reform : origins and case studies

The study, based on interviews with A.I.D. and developing country officials and a review of internal A.I.D. documents, attempts to capture the history of 13 of those efforts in sufficient detail to illustrate what A.I.D. did and what results it obtained. Three cases are from the Kennedy-Johnson era. Eight are from the past decade. Eight are from Latin America. The study first provides an overview of economic reform in U.S. aid programs since the Truman administration. The 13 case studies follow: (1) Taiwan, 1960-65, Joint Aid Institutions; (2) Korea, 1964-65, Export Promotion; (3) India, 1965, The Rome Agreement on Agricultural Reform; (4) Indonesia, 1982, Trade Reforms; (5) Sudan, 1983, A Classic Policy Dialogue; (6) Dominican Republic, 1970-85, Export Processing Zones; (7) Peru, 1982, The Institute for Liberty and Democracy; (8) El Salvador, 1983-88, FUSADES; (9) Jamaica, 1983-91, Tax Reform; (10) Bolivia, 1983, The Economic Policy Analysis Center; (11) Haiti, 1989, Stern Diagnosis for Future Reform; (12) Nicaragua, 1991, Cash Transfer Conditions for Reform; and (13) Costa Rica, Cash Transfers and Covenants (1983-93). Four expanded cases (Taiwan, Korea, Jamaica, and Costa Rica) are presented in an appendix.
