Abstract
The Action to the Community Development Institute (ACDC) is a key partner in these efforts, focusing on issues related to disability, education, and social welfare. Decree No. 81/2021/ND-CP, issued by the Government, outlines the mechanism for collecting and managing tuition fees for educational institutions under the national education system. This Decree applies to learners, including preschool children, students, and PhD students, studying at educational institutions under the national education system. The Decree takes effect from October 15, 2021, introducing new points regarding tuition and learning costs for children with disabilities. Decision No. 1013/QD-LDTBXH, signed by the Minister of Labor, Invalids and Social Affairs on September 8, 2021, provides support for children of women infected with COVID-19. The decision aims to alleviate the financial burden on families affected by the pandemic, ensuring that children receive necessary support and care. The USAID has also announced two awards to support persons with disabilities (PWDs) in Quang Tri Province. The awards aim to enhance the socio-economic well-being of PWDs, promoting their integration into society. Additionally, the second rapid assessment of the socio-economic impacts of COVID-19 on PWDs has been conducted, highlighting the need for continued support and assistance. The National Strategy on Gender Equality 2021-2030 has been implemented, building on the success of the previous strategy from 2011-2020. The strategy aims to promote gender equality and empower women, addressing issues such as education, employment, and healthcare. The International Week of Deaf People (IWDP) is celebrated annually, recognizing the strength and resilience of Deaf communities worldwide. This year's theme, "Celebrating Thriving Deaf Communities," highlights the importance of promoting Deaf culture and empowering Deaf individuals. The "Your right to study" project has been implemented, providing training for special teachers to support students with intellectual disabilities. The project aims to enhance the educational outcomes of students with disabilities, promoting their inclusion in mainstream education. The Group of Women and Girls with Hearing Impairment of Vinh City has made significant progress in promoting the rights and empowerment of Deaf women. The group has implemented the project "Strengthening the capacity to respond" gender-based violence against women and girls with disabilities in Nghe An province, achieving positive changes in the lives of Deaf women and girls. ACDC's activities and initiatives aim to promote social welfare, education, and disability rights in Vietnam. The organization works closely with government agencies, international partners, and local communities to address the needs of vulnerable populations and promote inclusive development.
