Abstract
4 Completion of Phase 2 Thermal Installation and Treatment was submitted by Peter Chenevey, Chief of Party, CDM International, Inc. on December 15, 2017. The report was prepared for review by the United States Agency for International Development. The Danang Airport site is located in Danang City, Vietnam, and the project objective was to remediate environmental contamination caused by the use of Agent Orange during the Vietnam War. The IPTD Contractor, CDM International, Inc., was responsible for designing and constructing a thermal treatment system to destroy dioxin-contaminated soil. The IPTD Contractor's budget summary for the project was approximately $23 million, with a scheduled completion date of December 2017. The project timeline was divided into several phases, including preconstruction, construction, and post-construction activities. The IPTD Contractor was responsible for ensuring the health and safety of personnel working on the project. Safety training and performance were monitored regularly, and medical monitoring was conducted to track the health of workers. Blood dioxin monitoring results showed that workers were not exposed to hazardous levels of dioxin during the project. The Phase 2 construction phase involved the installation of a thermal treatment system, including the IPTD structure, wellfield, and LVTP maintenance and modifications. The IPTD structure was designed to treat dioxin-contaminated soil, and the wellfield was used to supply water for the treatment process. The LVTP maintenance and modifications involved upgrading the liquid treatment plant to meet the project's requirements. The thermal treatment operations phase involved the startup, steam phase, and meeting heating criteria. The IPTD structure was operated at an average temperature of 350°C, and the quenching process was used to cool the treated soil. The in-pile temperature and heating time predictions were monitored regularly to ensure that the treatment process was effective. The treatment confirmation sampling phase involved the collection and analysis of soil samples to confirm that the treatment process was effective. Interim and final sampling were conducted to monitor the dioxin levels in the soil. The results showed that the treatment process was effective in reducing dioxin levels to acceptable levels. The IPTD structure decommissioning phase involved the safe shutdown and decommissioning of the thermal treatment system. The assessment of lessons learned and M&E indicators involved evaluating the project's performance and identifying areas for improvement. The implementation of Phase 1 lessons learned was a key aspect of the project, and the redesigned surface cover was a significant improvement over the original design. Overall, the Environmental Remediation at Danang Airport Construction Management and Oversight Activity Completion Report No. 4 Completion of Phase 2 Thermal Installation and Treatment provides a comprehensive overview of the project's progress and achievements. The report highlights the IPTD Contractor's efforts to ensure the health and safety of personnel, the effectiveness of the thermal treatment process, and the successful completion of the project.
