Abstract
(CDM Smith) by the United States Agency for International Development (USAID). As the Construction Management Contractor (CMC), CDM Smith is responsible for the construction management and oversight of the Implementing Contractors, specifically the Excavation and Construction Contractor (ECC) and the In-Pile Thermal Desorption (IPTD) Contractor. The project's primary components include the Management Component, Component 1: Construction Management and Oversight Activities, Component 2: Capacity Building and Stakeholder Engagement, and Component 3: Payment of the large scale electrical and water supply bills associated with the operation of the IPTD treatment system. The Cost Plus Fixed Fee ceiling for the contract is $19,746,989, and the current obligated amount is $19,338,704.86. The contract period of performance (POP) is 78 months, or approximately 6.5 years, from June 18, 2012 to December 31, 2018. Since the initial award, CDM Smith's contract has been modified ten times. The modifications provided incremental funding, updated contract clauses, increased the ceiling price, and extended the contract completion date. The primary components of CDM Smith's project have remained the same, with the Management Component, Component 1, and Component 2 being the core components of the project. The Management Component is responsible for managing the project, including international travel plans for home office staff and in-country staff. Component 1: Construction Management and Oversight Activities involves the construction management and oversight of the Implementing Contractors, including the ECC and IPTD Contractor. Component 2: Capacity Building and Stakeholder Engagement involves capacity building and stakeholder engagement activities, including training and community outreach. The project's implementation schedule is outlined in Appendix A, which has been revised with this Addendum. The project's Quality Assurance (QA)/Quality Control (QC) Plan and Health and Safety Plan also remain unchanged. The project's stakeholder engagement and capacity building plan has been revised with this Addendum. The revised plan includes changes to the project's stakeholder engagement and capacity building activities, including training and community outreach. The revised plan also includes changes to the project's international travel plan for home office staff and in-country staff. The project's pipeline analysis has been revised in its entirety with this Addendum. The revised pipeline analysis includes changes to the project's pipeline and includes new information on the project's progress and status.
