Abstract
(CDM Smith). The project was awarded to CDM Smith on June 18, 2012, with a budget of $8,336,444. The primary components of the project are Management Component, Component 1: Construction Management and Oversight Activities, and Component 2: Capacity Building and Stakeholder Engagement. The Management Component consolidates the general management costs for home office project management support staff. CDM Smith activities for this component are unchanged from the September 2012 Implementation Plan, but updates to the milestone/deliverable schedule and international travel plan for home office staff are provided in Table 1 and Table 2, respectively. The Management Component subtasks/activities are scheduled in Section 6 and Appendix A of this Addendum, and a list of assumptions related to this component is provided in Section 7. Component 1: Construction Management and Oversight Activities involves the construction management and oversight of the Excavation and Construction Contractor (ECC) and In-Pile Thermal Desorption (IPTD) Contractor. This component has undergone changes due to modifications to CDM Smith's activities, and the revised execution plan is presented in this Addendum. The revised budget for this component is realigned to accommodate the new tasks/services requested by USAID. Component 2: Capacity Building and Stakeholder Engagement involves building the capacity of the Government of Vietnam (GVN) and stakeholders to manage and oversee the environmental remediation project. This component has also undergone changes due to modifications to CDM Smith's activities, and the revised execution plan is presented in this Addendum. The revised budget for this component is realigned to accommodate the new tasks/services requested by USAID. The project schedule is updated annually during the 54-month period of performance for this contract. The fiscal year (FY) 2014 Implementation Plan Update will be submitted to USAID in September 2013. The project purpose remains unchanged, and the mission statement, critical success factors, and project beneficiaries are described in Section 2 of the September 2012 Implementation Plan. The Management Component milestone/deliverable schedule is provided in Table 1, and the international travel plan for home office staff is provided in Table 2. The Component 1 milestone/deliverable schedule is provided in Table 3, and the international travel plan for home office staff is provided in Table 4. The Component 2 milestone/deliverable schedule is provided in Table 6, and the international travel plan for home office staff is provided in Table 7. The project has undergone several changes since the September 2012 Implementation Plan, and this Addendum presents the revised execution plan for each component. The revised budget for the project is realigned to accommodate the new tasks/services requested by USAID. The project will continue to be updated annually during the 54-month period of performance for this contract.
