The Human Rights Activity (HRA) in Colombia aims to support the Government of Colombia (GOC) and civil society in promoting a culture of human rights, preventing violations of human rights, and responding effectively to violations that occur.

Abstract
The activity has three overarching components: promotion of a culture of human rights, prevention of human rights violations, and adequate and effective response to human rights violations. The HRA results framework guides the approach to implementing USAID's vision for the activity, linked directly to USAID's Country Development Cooperation Strategy (CDCS) 2014-2018. The framework incorporates crosscutting tasks, including a focus on a differentiated approach on gender and vulnerable populations. The results framework is organized around three intermediate results: Improved understanding of human rights standards, policies to prevent human rights violations developed and implemented, and investigation and prosecution of human rights violations increased. The HRA team will use data collected to determine whether the activity is meeting its performance requirements, inform decision-making, and improve activity management and implementation. The monitoring, evaluation, and learning (MEL) system will track and analyze activity results and indicators to determine whether goals are being met and to provide sufficient information to understand why not and correct the course of action. The MEL system will consist of a M&E unit staff structure, methodology for data collection, analysis, data management, and reporting, and a data quality assessment (DQA) plan and procedures. The M&E unit will be responsible for collecting and analyzing data, while the DQA plan will ensure that data is accurate and reliable. The MEL system will also include a performance indicator reference sheet (PIRS) and a performance indicator tracking table (PITT) to track progress towards activity goals. The HRA will contribute to the achievement of the CDCS's overall goal, "Colombia is more capable of successfully implementing a sustainable and inclusive peace." The activity will focus primarily on regional human rights efforts, while maintaining some national focus. By the end of the project, USAID's ultimate goal regarding leaving behind Colombian institutions and organizations capable of facing these challenges and delivering required services on their own will be accomplished. The HRA will address potential post-accord concerns, while continuing to help the government and civil society address the needs of those groups disproportionately affected by human rights violations, and/or those which have become increasingly vulnerable in the shifting context of the conflict. The activity will focus on strengthening the capacities of the GOC, civil society, and the Colombian population to better protect and promote human rights, so that the overall odds for successful and inclusive peace are improved. The HRA will also contribute to the Mission's strategy by strengthening the capacities of the GOC, civil society, and the Colombian population to better protect and promote human rights. The activity will focus on regional human rights efforts, while maintaining some national focus. By the end of the project, USAID's ultimate goal regarding leaving behind Colombian institutions and organizations capable of facing these challenges and delivering required services on their own will be accomplished.
