Abstract
The activity began on July 9, 2019, and aims to strengthen the capabilities of Egypt's Holding Company for Water and Wastewater (HCWW) and its subsidiaries to implement recent Government of Egypt (GOE) initiatives aimed at improving the operational performance and financial sustainability of the water and wastewater sector (WWS). The IWSSTA activity focuses on five Water and Sanitation Companies (WSC) in Minia, Assiut, Sohag, Qena, and Luxor, working on four pillars within each WSC: operational efficiency, asset management, quality of service, and cost recovery. The contract provides eight expected results (ERs), including full coverage of operation and maintenance costs, increased coverage of repair and replacement costs, improved operational efficiency, full automation of asset management systems, increased revenue from water and wastewater tariffs, improved collection of water and wastewater fares, reduced unaccounted water from leakage and illegal connections, and development of a sustainability and replicability plan. The IWSSTA activity will use a variety of quarterly and annual indicators to track progress of the eight expected results and the overall progress. The Monitoring, Evaluation, and Learning (MEL) Plan outlines the overall approach and the specific methods for monitoring and evaluating the activity's progress. The MEL Plan is divided into several components, including a monitoring plan, an evaluation plan, and a learning plan. The IWSSTA activity aims to contribute to the larger USAID/Egypt effort to increase access to clean water and sanitation for Upper Egypt's rural population. The activity's expected results are aligned with the GOE's initiatives to improve the operational performance and financial sustainability of the WWS. The IWSSTA activity will use a variety of indicators to track progress, including performance indicators, such as the percentage of operation and maintenance costs covered, the percentage of repair and replacement costs covered, and the percentage of unaccounted water from leakage and illegal connections. The activity will also use contextual indicators, such as the number of customers served, the number of complaints received, and the number of water and wastewater fares collected. The IWSSTA activity's monitoring and evaluation efforts will be led by the Activity Manager, with support from the Deputy Chief of Party and the Monitoring and Evaluation Specialist. The activity will also work with external evaluators and consultants to support its monitoring and evaluation efforts.
