Abstract
The Office of Human Resources, Employee and Labor Relations Division (OHR/ELR) is responsible for making salary determinations in accordance with the law and Office of Personnel Management (OPM} regulations. This includes determining an employee's entitlement to within-grade increases in accordance with law and OPM regulations. The Office of Personnel Management (OPM} is responsible for establishing and adjusting special salary rates whenever the government's recruitment or retention efforts are significantly handicapped due to rates of pay offered by non-federal employers, remoteness of the area or location, or the nature of the work involved. OPM also reviews each special rate schedule at least annually and makes adjustments as warranted by labor market conditions and agency needs. The General Schedule is a pay system that provides a framework for setting pay under the Federal Government. The General Schedule is based on a pay scale that ranges from GS-1 to GS-15, with each grade representing a specific level of responsibility and expertise. The pay scale is adjusted annually to reflect changes in the cost of living and other factors. Within-grade increases are a type of pay adjustment that allows employees to advance within their current grade level. To be eligible for a within-grade increase, an employee must have completed a waiting period and demonstrated acceptable competence in their position. The waiting period typically lasts for 52 weeks, during which time the employee's performance is evaluated to determine their eligibility for a within-grade increase. The process for determining whether an employee is eligible for a quality increase involves a series of evaluations and assessments, including a review of the employee's performance record and a determination of their qualifications for the higher grade level.
