Abstract
The parking program is managed by the General Services Administration (GSA) for tenant agencies, but each agency is required to establish its own parking policy. The USAID parking policy is outlined in ADS Chapter 514. The Director of the Bureau for Management, Office of Management Services (M/MS/OD), is responsible for the assignment of individual parking permits and the management of the USAID parking program. The Parking Coordinator in the Office of Management Services, Headquarters Management Division (M/MS/HMD), is responsible for assisting Agency employees and ensuring that parking policies and rules are followed. Bureaus/Independent Offices (B/IOs) are responsible for determining who will receive allocated executive and unusual hours permits. B/IOs must notify M/MS/HMD, in writing, of the names of individuals who are allocated these permits and any changes. Employees who receive these permits must pay the set amount by the 10th of each month directly to www.pay.gov. Disability parking permits may be available to qualified individuals with disabilities who work for USAID, regardless of their hiring mechanism. A disability is a physical or mental impairment that substantially limits one or more of the major life activities of an individual. Requests for disability parking permits must be made to the Office of Civil Rights and Diversity (OCRD) or the individual's AMS Officer or supervisor. The request must be submitted in writing and include proper documentation must be submitted to M/MS/HMD's Parking Coordinator for issuance of the disability parking permit. Bureaus/Independent Offices (B/IOs) assign permits to employees who are executives or who need to work extended or unusual hours. Unusual working hours are defined as work hours that are frequently required to be varied and do not follow any regular work schedule. Employees who receive these permits must pay the set amount by the 10th of each month directly to www.pay.gov. The allocation of B/IO permits is solely determined by the size of the B/IO and the number of B/IOs requesting permits. Employees who receive B/IO permits must submit unusual requests, such as emergencies, to the M/MS/HMD Parking Coordinator via email at [email protected]. Parking permits are allocated for Washington-based employees only, except as provided otherwise in this chapter. Employees are only allowed to participate in one subsidy program, such as the Transit Benefits Program. Permit holders or members of a carpool or vanpool cannot participate in the Transit Benefits Program. The USAID parking policy requires all permit holders to obey all traffic signs and rules while in USAID parking sites. The policy also requires employees to pay the set amount by the 10th of each month directly to www.pay.gov. For all other USAID parking sites, employees must follow each parking vendor's payment procedures. The USAID parking policy is subject to change, and changes will be posted on the USAID website. Employees are responsible for checking the USAID website for updates on the parking policy.
