Abstract
This chapter outlines policies and procedures for pay administration, including rates of pay, new appointments, promotions, grading and regrading of positions, and details. The Office of Human Resources, Employee and Labor Relations Division (OHR/ELR) is responsible for assessing qualifications of candidates, reviewing positions to ensure classification standards are current, establishing rates of pay, and processing all personnel actions related to wage employees. The Office of Human Resources, Employee and Labor Relations Division, Position Management and Classification Branch (OHR/ELR/PMC) is responsible for classifying positions, processing classification appeals, and maintaining a record of all classification appeals. Supervisors are responsible for establishing and maintaining an effective position structure, assigning duties to positions, discussing work assignments with employees, preparing position descriptions, and certifying the accuracy of position descriptions. Employees are responsible for submitting a written request for review if they believe their position is erroneously graded and furnishing facts as requested by OHR/ELR to ensure a timely review. Rates of pay are fixed and adjusted in accordance with 5 USC 5341. USAID shall adhere to policies and procedures on pay administration contained in 5 CFR 532, Subpart D. New appointments are governed by 5 CFR 532.403, and the use of the highest previous rate is governed by 5 CFR 532.405. Promotions are governed by 5 CFR 532.407, and grading and regrading of positions are governed by 5 CFR 532.409. An employee may appeal a decision on occupational series, grade, or title through a written request for review. The request must be submitted to the Bureau for Management, Office of Human Resources, Employee and Labor Relations Division (OHR/ELR) through the employee's supervisor. The Office of Human Resources, Employee and Labor Relations Division, Position Management Classification (OHR/ELR/PMC) shall process the request and advise the employee in writing of the outcome. The employee may appeal a decision by the Bureau for Management, Office of Human Resources, Employee and Labor Relations Division (OHR/ELR) to the U.S. Office of Personnel Management (OPM) within 15 calendar days after receipt of the decision. The employee has the right to be represented and advised by a representative of their choosing during the appeal process. USAID shall adhere to policies and procedures on details contained in 5 CFR 532.411, simultaneous actions contained in 5 CFR 532.413, application of new or revised wage schedules contained in 5 CFR 532.415, within-grade increases contained in 5 CFR 532.417 and 5 CFR 536, and grade and pay retention contained in 5 CFR 532.419 and 5 CFR Part 536.
