Project to help Romanian orphanages address the immediate health needs of their children and to facilitate adoption of institutionalized children.

Abstract
Private Agencies Collaborating Together (PACT) will lead a PVO consortium that includes Project Concern International (PCI) and World Vision Relief and Development (WVRD). WVRD will support four orphanage complexes, to which it will provide pharmaceuticals, medical equipment, and staff training in disciplines such as pediatric/developmental medicine, child development, and child welfare. The four orphanages will serve as models to which others can later send staff for training. PCI will focus on providing immediate emergency medical rehabilitation services, especially for orphans aged 0-3 years, in the same four orphanages; its activities will include direct provision of services as well as counterpart training. The grant includes provisions for working with other PVOs, especially to address in- and inter-country adoption and other alternatives to institutional care. PACT will be responsible for supervising and coordinating project activities.
