Abstract
to provide child care and support services to displaced and orphaned children in Vietnam and those in imminent danger of becoming displaced or orphaned. Under the project, child and family assessment services will be provided immediately for children who are referred to orphanage care. Permanency plans will be developed for each child, with the goal of reuniting the child with the birth family or biological relatives, if possible, or with another Vietnamese family if the first option is not possible, or if necessary with a family from another country. While permanency planning will address the displaced children"s long-term needs, immediate support will be provided as well. To this end, Holt will: (1) expand model Rehabilitation Centers for Malnourished Orphans in Hanoi and Danang, and establish another center in Hanoi and one in the Ho Chi Minh City area, to provide temporary care while the child"s permanency plan is established; (2) support orphanages and other child care institutions in the three regions, to include emergency support, training, and program development; (3) provide technical and financial support to the Ministry of Labor, Invalids, and Social Affairs" (LISA"s) National Adoption Center in Hanoi; (4) provide health and nutritional support for children at the centers; and (5) develop a program for orphans at the National Pediatric Burn Center. Training, both formal and informal, will be on ongoing process targeting, inter alia, Holt staff, orphanage and burn center staff, and government officials. Training areas will include child and family assessment, child welfare practices and procedures, child nutrition, adoption services, permanency planning, and pediatric burn treatment.
