Abstract
CCEU will serve as the principal U.S. PVO assisting the U.S. Country Team in negotiations and mediation of the peace process leading to elections in Liberia. CCEU will take actions to: encourage and, where possible, foster communication and meetings between Liberian factions and between leaders of the Economic Community of West Africa (ECOWAS); ensure participation of widely recognized international leaders and experts in conflict resolution and mediation; build a base for broad civic education for elections; and lead pre-election surveys of election assistance needs and arranging same with Liberian factions. The project will assure an operational and logistic base for and close collaboration with U.S. Embassy/Monrovia peace initiatives and probable additional grant assistance for elections (to CCEU and other U.S. PVOs) when civil conditions again favor elections.
