Abstract
To improve child welfare generally, UNICEF will continue its existing pilot projects that promote the development of the young child, and will support initial and in-service training of nurses and social workers. Secondly, UNICEF will improve the well-being of children with special needs, such as those who are institutionalized or handicapped or those at risk of marginalization because of ethnic or social factors. UNICEF will support activities to increase the numbers of handicapped children who live at home with their families. Thirdly, UNICEF will strengthen indigenous efforts to improve child welfare by supporting the Romanian Information Clearing House, collaborating with Romanian institutions involved in child welfare research, and supporting surveys and studies to examine the management of the national immunization program, prenatal services, and problems faced by gypsy children.
