Grant is provided under the Human Rights Initiatives Project to the InterAmerican Institute for Human Rights, in San Jose, Costa Rica, to finance activities of its newly created Center for Electoral Promotion and Assistance.

Abstract
The Center was established in February 1983 to conduct research, TA, and promotional activities to encourage and assist governments in Latin America and the Caribbean to conduct free and fair elections. Specific activities of the Center under this grant will include: (1) organizing at least four conferences, training courses, or meeting events; (2) developing a roster of experts available for TA missions (at least six such missions are expected under the grant); (3) establishing a Documentation Center on electoral legislation and actual elections in the region; (4) initiating a program of research on the electoral process in the region; (5) editing, publishing, and distributing books and other materials on elections and human rights to government representatives, scholars, and other interested parties; and (6) eliciting support from public and private institutions throughout the Americas.
