Abstract
APF will conduct research in a few countries in each geographical region, selected on the basis of the level and importance of external assistance. The study will have 3 major objectives: (1) to identify and evaluate existing public and private programs implemented by the United States or other developed countries that encourage democracy in developing countries; (2) to identify the types of democratic forces and institutions that need to be strengthened in developing countries (e.g., political parties and movements, labor unions, voluntary organizations, educational programs, and the media) and recommend needed support, such as training, TA, materials and equipment, and local and international contacts; and (3) to develop recommendations for alternative strategies for supporting democratic forces.
