Abstract
Agency for International Development (USAID), aims to provide technical assistance to the Office of HIV and USG country teams in knowledge management, technical planning, and program sustainability. The project is implemented by John Snow, Inc. in collaboration with several partner organizations. AIDSTAR-One provides technical assistance to program designers, policymakers, and policymakers who work in Africa. The project's goals include synthesizing and disseminating information on effective program approaches that prevent, provide care for, and treat HIV. AIDSTAR-One also provides short- and long-term technical assistance to support the implementation of USG-funded HIV programs and improves the quality and sustainability of HIV prevention, care, and treatment programs through information sharing, conferences, and technical exchanges. The AIDSTAR-One website, launched in March 2009, serves as the project's primary knowledge management platform for dissemination of HIV-related resources and documentation. The website has expanded to include seven focus areas, which have been developed and approved through the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) Technical Working Group. AIDSTAR-One conducted its third annual survey in February 2012 to assess the effectiveness of the project in reaching and providing information to its targeted audiences. The survey aimed to determine the relevance of AIDSTAR-One resources to the work of the target audience and how web users, conference attendees, and technical assistance recipients have used AIDSTAR-One products and information. The survey results indicate that AIDSTAR-One resources are shaping program design and implementation, informing policy and development, guiding research, and helping to create and develop training and curricula worldwide. The survey also shows that nearly all web visitors would recommend the AIDSTAR-One website to a colleague, and nearly two-thirds report that they would be highly likely to recommend the website. The survey results also indicate that AIDSTAR-One resources are highly valued by users, with over 80% of web users reporting high to very high satisfaction with the website. The most frequent web users reported higher content satisfaction, with 78% reporting high to very high satisfaction. The survey also shows that AIDSTAR-One resources are commonly used in designing programs, to develop or improve training, and to write proposals and articles. The survey results also indicate that AIDSTAR-One resources are widely used in formulating policy or develop guidelines, with 40 countries and the Eastern Caribbean region using AIDSTAR-One resources for this purpose. The survey also shows that AIDSTAR-One resources are highly effective in shaping HIV programs, policies, and initiatives worldwide. The survey results also indicate that AIDSTAR-One should continue to reach out to new audiences with its valued resources. The project should also continue to disseminate its resources through social media and external listservs to target HIV program designers, policymakers, and policymakers who work in Africa. The survey results also highlight the following key findings: * Almost all web users (97%) reported that they would be likely or highly likely to recommend the website to a colleague. * Approximately three-quarters of web users surveyed (73%) reported sharing an AIDSTAR-One publication, tool, or web resource with a colleague. * Over 60% of web users reported high or very high satisfaction with AIDSTAR-One web content, with the most frequent web users reporting higher content satisfaction (78%). * High usefulness satisfaction has increased 74% since baseline, with over 80% of web users, conference attendees, and technical assistance recipients reporting high to very high usefulness satisfaction. * Resources most used or adapted for use were the HIV Prevention Updates and the Prevention Knowledge Base. * 40 countries and the Eastern Caribbean region used AIDSTAR-One resources to formulate policy or develop guidelines.
