Abstract
The grant, initially valued at $33,100, has a 25% advance restriction, limiting the amount that can be disbursed to $8,275. However, the Director of the Institute estimates that a minimum of CFA 1,000,000, approximately $1,900, will be required to cover expenses incurred in a field survey by the end of March. The mission suggests that the Department of State approve the amendment to eliminate the 25% restriction and grant the Institute the authority to determine the size of the subsequent advance. The additional advance will be recovered once the voucher for field survey expenses is received. The Institute is prepared to amend the grant agreement following the standard format of Amendment One. The proposed amendment would substitute the sentence in Annex A, Article II, A, with the following: "Such advances will be determined by the Institute of Technology." This change would allow the Institute to request additional funding as needed, rather than being limited by the 25% restriction. The Institute is seeking approval to amend the grant agreement to accommodate the increased expenses associated with the field survey. The Institute's request is based on the need to conduct a field survey, which will provide valuable data and insights for the project. The additional funding will enable the Institute to complete the survey and ensure the success of the project. The proposed amendment is a necessary step to ensure that the Institute has the necessary resources to carry out its activities. The Department of State's approval of the amendment will enable the Institute to proceed with the field survey and recover the additional advance once the voucher is received. The Institute is confident that the proposed amendment will not compromise the integrity of the grant agreement and will ensure the successful completion of the project.
