The ComunicAcción Ciudadana activity in Honduras aims to enhance the capacity of civil society to influence government decision-making.

Abstract
To achieve this objective, the activity works closely with both formal and informal civil society organizations (CSOs), media institutions, and the Government of Honduras (GOH) to promote coordination and collaboration and to improve accountability. This activity supports USAID/Honduras' Development Objective (DO) 3, which focuses on making GOH national-level public administration more transparent and accountable. The development hypothesis for this activity is that if constructive, inclusive citizen participation increases, the institutional capacity of key civic groups is enhanced, and these stakeholders work collaboratively to advance overlapping priorities, then civil society will be better positioned to leverage public pressure to hold the GOH accountable for more transparent, effective, and responsive public administration. The ComunicAcción Ciudadana activity is working toward three results: constructive citizen participation increased, civil society infrastructure enhanced, and civil society engagement and interface with GOH improved. In Quarter 4 of Fiscal Year 2019, ComunicAcción Ciudadana worked diligently to build coalitions, collaborative partnerships, and participatory dialogues between diverse stakeholders that all stand to benefit from activities focused on transparency and the fight against corruption. Grantee organizations played a pivotal role in these coalitions and dialogues and inspired other like-minded organizations to support efforts like the advocacy campaign launched by the Coalition for the Renewal of the MACCIH. Key achievements in the reporting period include the promotion of greater interest, participation, and involvement by the private sector in supporting transparency initiatives and the fight against corruption. This is demonstrated by the private sector's increased engagement in advocacy campaigns and the launch of new initiatives aimed at promoting transparency and accountability. Additionally, grantee organizations played a key role in promoting constructive citizen participation, with many organizations engaging in participatory dialogues and building coalitions with other stakeholders. The activity also made progress in enhancing civil society infrastructure, with many organizations receiving training and technical assistance to improve their capacity to engage in advocacy and promote transparency. Furthermore, ComunicAcción Ciudadana worked to improve civil society engagement and interface with GOH, with many organizations engaging in evidence-based advocacy and working collaboratively with government officials to advance overlapping priorities. Implementation challenges were also addressed, with the activity working to strengthen the enabling environment for civil society and promote greater professionalism among civil society organizations. Stakeholder participation and involvement were also prioritized, with the activity engaging with a wide range of stakeholders, including government officials, civil society organizations, and the private sector. Management and administrative updates were also provided, with the activity working to ensure effective management and administration of the project. Gender and social inclusion updates were also provided, with the activity working to promote greater inclusion and participation of women and marginalized groups in the project. Monitoring and evaluation updates were also provided, with the activity working to ensure effective monitoring and evaluation of the project's progress and impact. Lessons learned were also identified, with the activity working to document and share best practices and lessons learned throughout the project. Planned activities for the next quarter included continued promotion of constructive citizen participation, enhancement of civil society infrastructure, and improvement of civil society engagement and interface with GOH. Upcoming events included a series of workshops and training sessions aimed at promoting greater professionalism among civil society organizations and improving their capacity to engage in advocacy and promote transparency.
