Abstract
The project began in October 2015 and covered the period from October 1, 2015, to September 30, 2016. The project's primary objective is to strengthen in-country capacity on low-emission development, increase investments in clean energy projects, and enhance the resilience of cities to climate change. To achieve this, the project implemented various activities, including capacity building, infrastructure development, and market linkage facilitation. Task 1 of the project focused on strengthening in-country capacity on low-emission development, with a particular emphasis on the energy and transport sectors. The project provided training and technical assistance to government agencies, private sector entities, and civil society organizations to enhance their capacity to develop and implement low-emission development strategies. Task 2 of the project aimed to increase investments in clean energy projects, with a focus on renewable energy sources such as solar and wind power. The project worked with private sector entities, government agencies, and civil society organizations to identify and develop clean energy projects that could be financed through public-private partnerships. The project also implemented various crosscutting activities, including gender equality and women empowerment, public-private partnerships, and production of communications and outreach materials. These activities were designed to enhance the project's impact and sustainability. The project made significant progress in FY 2016, with notable achievements in the areas of capacity building, infrastructure development, and market linkage facilitation. The project also leveraged significant funds from the private sector, with a total of $1.5 million in leveraged funds secured during the reporting period. The project's success can be attributed to the strong partnerships established with government agencies, private sector entities, and civil society organizations. The project's ability to leverage significant funds from the private sector and its focus on capacity building and market linkage facilitation also contributed to its success. The project's achievements and lessons learned will inform the development of the project's next phase, which will focus on scaling up the project's impact and sustainability. The project's success will also contribute to the achievement of the Philippines' Intended Nationally Determined Contribution (INDC) under the Paris Agreement. The project's geographic focus was on the Philippines, with a particular emphasis on the Mindanao region. The project's timeframes were from October 1, 2015, to September 30, 2016, with a midterm evaluation conducted in FY 2016. The project's recommendations for future implementation include scaling up the project's impact and sustainability, strengthening partnerships with government agencies and private sector entities, and enhancing the project's monitoring and evaluation framework.
