The Justice System Strengthening Program in Kosovo is a four-year rule of law program that builds upon prior investments of the United States Agency for International Development (USAID) in advancing the rule of law in Kosovo.

Abstract
The program focuses on promoting a judicial system that adheres to high standards of efficiency, accountability, and professionalism and on supporting the integration of judicial structures in the north. Program activities focus on three main objectives: strengthening the efficiency and effectiveness in the administration of justice and the delivery of quality services by the Kosovo Judicial Council (KJC) and courts, enhancing the accountability and professionalism of justice system institutions and actors, and supporting the functioning and integration of judicial structures in the north of Kosovo. The program supports USAID's Country Development Cooperation Strategy 2014–2018 and the overall goal of Kosovo becoming an increasingly prosperous country and progressively integrating into the Euro-Atlantic community with more effective and accountable governance. Significant progress was made this quarter to enhance the rule of law in Kosovo by improving the quality of judicial services. Objective 1, which focuses on strengthening the administration of justice and delivery of services by the KJC and courts, achieved notable results. The targeted backlog was reduced to almost 62%, and backlog reduction activities continued by deploying 12 backlog team members in different basic courts and branches to address specific backlog issues. The backlog reduction teams were deployed and operated in four basic and ten branch courts, focusing on and screening all cases filed before December 31, 2013, and extending to case delay and backlog prevention. The total inventory of cases pending in Basic Courts was reduced from 408,808 cases at the beginning of the quarter to 155,111 cases. This represents a significant decrease of 62% in the number of pending cases. The program also continued to support the implementation of the Case Management Information System (CMIS) in Basic Courts, which aims to improve court administration and management of judicial institutions. Objective 2, which focuses on enhancing the accountability and professionalism of justice system institutions and actors, made progress in training justice sector professionals. The Kosovo Justice Academy (KJA) conducted training sessions for judges, prosecutors, and other justice sector professionals on topics such as case management, court administration, and human rights. The program also supported the development of a training plan for the KJA, which aims to enhance the skills of justice sector professionals. Objective 3, which focuses on supporting the functioning and integration of judicial structures in the north of Kosovo, made progress in enhancing the capacity to address minority issues. The program supported the development of a training plan for the Kosovo Judicial Council (KJC) on topics such as minority rights and court administration. The program also continued to support the implementation of the Enforcement Statistical Reporting Application (ESRA) in the north, which aims to improve the efficiency and transparency of court administration. The program also made progress in cross-cutting activities, including the development of a public information strategy and the implementation of a public service announcement campaign to raise awareness about the importance of the rule of law in Kosovo. The program encountered some problems, including delays in the implementation of certain activities and challenges in engaging with certain stakeholders. However, the program applied solutions to address these challenges and continued to make progress in achieving its objectives. The program's performance management plan (PMP) progress was also reported, which includes the outcome and indicator chart. The program's success stories were also highlighted, including the reduction of the targeted backlog and the improvement of court administration and management of judicial institutions. Overall, the program made significant progress this quarter to enhance the rule of law in Kosovo and improve the quality of judicial services.
