Abstract
The program was designed to help the ministries transition to a results-based budgeting system, known as Presupuesto por Programas orientado a Resultados (PpPoR). The FPEMP was implemented through a series of technical assistance missions, which provided support to the ministries in preparing their programs and budgets. The missions were led by a team of consultants from Development Alternatives, Inc. (DAI), and were supported by officials from the Ministry of Hacienda (MH) and the Ministry of Economy (MINEC). The program focused on three main areas: the preparation of programs and budgets, the implementation of the PpPoR system, and the development of a system of incentives to encourage the use of results-based budgeting. The program also provided training and technical assistance to the ministries on the use of the PpPoR system and the development of indicators to measure the results of their programs. The FPEMP was implemented in two phases, with the first phase focusing on the preparation of the 2015 budget and the second phase focusing on the implementation of the PpPoR system. The program was successful in helping the ministries to prepare their programs and budgets, and to implement the PpPoR system.
