Abstract
JMPL School in El Salvador aims to recover the school's infrastructure and strengthen community resilience. The project is a cooperative agreement between the U.S. Agency for International Development (USAID) and the International Organization for Migration (IOM). The project's integral approach involves architectural and engineering services, competency development in disaster risk reduction, climate change adaptation, migration education, and community engagement activities. The project has been divided into six distinct stages, including Preparation, Final Design, Bid, Construction, Commissioning, and Construction Warranty. The Preparation Stage involves reviewing existing information and preparing necessary documents prior to the Final Design Stage, which consists of managing the final design contract for the JMPL School. The acceptance of the final design will be the starting point for the Bid Stage, which includes the preparation of solicitation documents and award process to the firms that will implement the construction. The project will work in close coordination with El Salvador's Ministry of Education (MINED), the Municipal Government of Quezaltepeque (MGQ), and USAID to provide and coordinate strategies to ensure the successful implementation of activities during all stages. The project will also contribute to strengthening resilience and scholastic programs in the community of Quezaltepeque. Using a build back better approach, the school will be reconstructed in line with MINED guidelines for inclusivity, ensuring female and male students of all abilities can receive an education. The project's implementation plan includes training plans, gender equity strategies, and steps for monitoring. The project will support efforts to ensure community engagement in the construction of the school and its sustainability through the establishment of an advisory council and training community members on school maintenance. The project integral approach will also contribute to the local economy through the involvement of private local companies, generating temporary employment for community members. The project's objectives include recovering the JMPL School infrastructure and strengthening community resilience. To achieve these objectives, IOM will work with teachers, parents, and students to promote greater resilience and recovery from natural disasters' impacts in their community. The project will also support the development of competency in disaster risk reduction, climate change adaptation, and migration education among community members.
