Abstract
The project aims to address school-based violence that impedes the delivery of education and its goals of access, retention, and learning. The project seeks to contribute to violence prevention and migration reduction in target communities. The project focuses on eight target municipalities in Honduras: Tegucigalpa, San Pedro Sula, Choloma, La Ceiba, Comayagua, Puerto Cortés, El Progreso, and Tela. These municipalities are central to the 2020-2025 USAID/Honduras Country Development Cooperation Strategy (CDCS) under Development Objective 1 (DO1): Socio-economic Opportunities Improved to Reduce Irregular Migration and Development Objective 3 (DO3): Justice and Security Improved to Reduce Irregular Migration. The project has four strategic objectives: to improve schools' ability to reduce school-based violence and out-migration through the creation of safe learning environments; to strengthen local networks that increase school safety and curb migration; to increase the capacity of the Ministry of Education (MOE) and social protection actors to prevent, respond to, report on, and monitor school-based violence; and to lower risk factors and enhance protective factors for students who qualify for secondary prevention services (SPS) and are at risk of school drop-out and undocumented migration. The project works in schools, including primary schools and high schools, across the eight target municipalities. It strengthens education systems to address school-based violence, working to enhance the capacity of Government of Honduras (GOH) institutions, such as the MOE, the Ministry of Security (MOS), and other key social network actors at the national and municipal levels and local civil society organizations (CSOs). Asegurando also incorporates findings and guidelines from the July 2021 "US Strategy for Addressing the Root Causes of Migration in Central America" into the design and implementation of activities. The project contributes to the second objective of the GOH 2010 Visión del País (Country Vision), promoting "strong systems of social protection," by supporting a commitment to democracy, security, and non-violence. The project's implementation is led by DAI Global, LLC (DAI), which has been implementing the Asegurando project from February 23, 2017, to December 31, 2023. The project's activities are designed to address school-based violence and out-migration, and to enhance the capacity of the MOE and social protection actors to prevent, respond to, report on, and monitor school-based violence. Asegurando's activities are focused on several key areas, including school safety, teacher professional development, executive program for leadership in education, teacher wellbeing, school-related gender-based violence prevention awareness for students, and support for parents and caregivers. The project also aims to strengthen local networks that increase school safety and curb migration, and to lower risk factors and enhance protective factors for students who qualify for SPS and are at risk of school drop-out and undocumented migration. The project's results framework and theory of change are designed to ensure that the project's activities are effective in addressing school-based violence and out-migration. The project's monitoring, evaluation, and learning (MEL) system is designed to track progress and identify areas for improvement. Overall, Asegurando is a comprehensive project that aims to address school-based violence and out-migration in Honduras. The project's activities are designed to strengthen education systems, enhance the capacity of the MOE and social protection actors, and lower risk factors and enhance protective factors for students who qualify for SPS and are at risk of school drop-out and undocumented migration.
