Abstract
The project is implemented by Louis Berger for USAID Nepal and aims to enhance the capacity of targeted Government of Nepal (GON) ministries and agencies for improved transparency and accountability of Public Financial Management (PFM) systems. The project's main goal is to contribute to enhanced capacity of targeted GON ministries and agencies for improved transparency and accountability of PFM systems through three Outcome Results (IR). The project focuses on national systemic reforms and institutional capacity building to run an effective and efficient PFM system, covering all levels across the entire country. The project's third year work plan focuses on furthering PFMSP's Year 2 interventions and directly responding to the needs of the federal, provincial, and local governments. The work plan development process involved extensive consultations with MoF, FCGO, PEFA, MoHP, MoEST, NNRFC, and NRA counterparts to discuss their priorities and the ways those could best be met within the PFMSP budget. The key expected results in Year 3 (2019) include: - Improved budget planning and execution capacity of the Government of Nepal, with the development of a standard Government Accounting and Reporting Information System (GARIS) and the integration of several fragmented systems to enable the government to consolidate financial data and produce financial reports accurately and timely. - Improved control environment and procurement capacity in the MoEST and MoHP, with the development of guidelines to strengthen the comprehensiveness of planning and budgeting in the new Federal context, and the implementation of a reporting system for MoEST and the development of planning and budgeting guidelines for MOEST and MOHP. - Strengthened Financial Management functions of National Reconstruction Authority, with the accounting for backlogs and the provision of accurate financial affairs of reconstruction and recovery, and the implementation of electronic government procurement at federal and provincial levels. The project's geographic focus is on the entire country, with a priority on the original targeted districts and the 14 earthquake districts. The project's timeframes are from August 15, 2016, to August 14, 2021, with the third year work plan focusing on furthering PFMSP's Year 2 interventions and directly responding to the needs of the federal, provincial, and local governments.
