Abstract
The project is implemented by CDM International Inc. (CDM Smith) under the United States Agency for International Development (USAID) Architect-Engineer Services (A-E) II Indefinite Delivery, Indefinite Quantity (IDIQ) Contract. The project's overall goal is to provide safe and accessible education and healthcare facilities to the affected communities. To achieve this, the project team has developed a series of processes for delivery of the NRES Project during the first four years, which have been adjusted based on lessons learned during this period. The project has made significant progress in the first four years, with a total of 18 sites selected for reconstruction in four districts. These sites comprise six healthcare facilities and 12 educational facilities. The project team has worked closely with stakeholders at the national, community, and central levels to ensure that the reconstruction efforts are aligned with the needs of the affected communities. In Year 5, the project will continue to build on the collaborative relationships developed with stakeholders during the first four years. The project team will focus on completing the reconstruction of the selected facilities, with a total of 259 sites initially offered by the Government of Nepal (GON). The project will also continue to provide technical assistance and support to the Government of Nepal and other stakeholders to ensure that the reconstruction efforts are sustainable and effective. The project's budget and finances for Year 5 are outlined in the budget section of the document. The project team has estimated that the total budget for Year 5 will be approximately $X, with a breakdown of costs for each activity. The project team will also continue to monitor and evaluate the project's progress and outcomes, using a range of indicators to measure the project's impact. The project's implementation will be guided by a range of processes and procedures, including the Community Engagement Plan (CEP), the Environmental Mitigation and Monitoring Plan (EMMP), and the Health and Safety Plan (HSP). The project team will also continue to work closely with stakeholders to ensure that the project's activities are aligned with the needs of the affected communities. The project's monitoring and evaluation framework will be used to track the project's progress and outcomes, and to identify areas for improvement. The framework will include a range of indicators, including those related to the project's technical performance, community engagement, and environmental and social impact. The project's lessons learned and plans for Year 5 are outlined in the lessons learned section of the document. The project team has identified a range of lessons learned from the first four years of the project, including the importance of community engagement and participation, the need for effective communication and coordination with stakeholders, and the importance of ensuring that the project's activities are aligned with the needs of the affected communities. Overall, the NRES Project is a critical initiative aimed at rebuilding and reconstructing damaged infrastructure in Nepal following the 2015 earthquake. The project's progress and outcomes to date have been significant, and the project team is committed to continuing to work closely with stakeholders to ensure that the project's activities are aligned with the needs of the affected communities.
