Abstract
The contract provides a core staff of employees, including administrative, technical, and support staff for program design, implementation, oversight, monitoring, and evaluation to the Bureaus for Asia and Legislative and Public Affairs (LPA) at the United States Agency for International Development (USAID). During Quarter One (June 2018 – August 2018), Dexis onboarded a Program Operations Specialist supporting the Administrative Management Services (AMS) team. A Strategic Communications Writer/Editor started in July, and a Program Technical Specialist supporting the Office of South and Central Asian Affairs (SCAA) resigned in early August. A Program Assistant supporting the Office of Strategic Planning and Operations (SPO) began in late August, and a Program Technical Specialist supporting SCAA started in late August as well. Recruitment efforts during the first quarter included filling positions for a Program Technical Specialist, Administrative Assistant, and Program Operations Analyst supporting SCAA, Front Office, and AMS respectively. A Program Technical Specialist traveled to the Maldives, Sri Lanka, and Thailand in May 2018 to conduct a counter violent extremism (CVE) assessment and provided Mission temporary duty (TDY) support in Katmandu, Nepal in July and August. In Quarter Two (September 2018 – November 2018), a Program Operations Analyst was promoted to Program Assistant to support the Office of Technical Services (TS), and an Administrative Assistant started in November. Recruitment efforts during the second quarter included filling positions for a Budget Analyst, a Senior Program Officer, a Senior Trade Advisor, a Program Technical Specialist, and a Digital and Social Media Strategist. A Program Technical Specialist traveled to Thailand and Bangladesh in October to help organize and run a Burma-Bangladesh strategy retreat for USAID staff addressing the Rohingya crisis. During Quarter Three (December 2018 – February 2019), a Program Assistant supporting the SCAA team departed, and a backfill was selected through the subcontractor, RTI. A Strategic Communications Writer/Editor departed in early January, and a Program Technical Specialist was selected. An Administrative Assistant was selected to support the Bureau for Asia's Front Office, and a Senior Communications Writer/Editor was brought on to support USAID/India in a short-term surge capacity. In Quarter Four (March 2019 – May 2019), RTI onboarded a Program Assistant backfill position in March supporting the SCAA team. A Program Technical Specialist supporting the SCAA team also began in March, and an Administrative Assistant supporting the Bureau for Asia's Front Office began and went on detail to USAID's Front Office. Dexis onboarded a Program Technical Specialist in March 2019. The contract underwent several modifications during the reporting period, including incremental funding for Asia and the insertion of FAR Clause 52.204-23 to Section 1 in accordance with the FAC 2005-99. Additionally, the contract modification removed the 12-month limitation on Surge positions. The contract also received incremental funding in the amount of $1,047,980.53.
