Abstract
The project, initiated in May 2019, aims to evaluate existing combined heat and power (CHP) plants and district heating facilities, as well as assess heat and electricity demand and supply, gas and water supply, land and structural issues, and legal and regulatory considerations. Task 1, Assessment of existing CHPs and related DH facilities, was initiated on May 31, 2019, and draft reports have been developed and submitted for review by USAID and stakeholders in Moldova. Task 2, Heat and Electricity Demand and Supply, was initiated on May 14, 2019, and draft reports have also been submitted for review. Task 5, Legal and Regulatory Consideration, was initiated on May 16, 2019, and draft reports have been submitted for review. Major activities undertaken in August 2019 included providing comments to an open letter by Mr. Călugăru to Mr. Vadim Brânzan, Moldova Minister of Economy and Infrastructure, and receiving an input file of a PSSE model of the Moldova HV network from Moldelectrica. The project team also submitted a Worley Change of Name Agreement for USAID approval and received responses from Termoelectrica regarding previous condition assessments performed for CET-1 and CET-2. Data packages from stakeholders GN Fenosa and Vestmoldtransgaz are still outstanding, and the project is proceeding based on IPE in-house and published data related to these stakeholders. The project team is working to incorporate comments from Termoelectrica and USAID into draft reports for Tasks 1, 2, and 5. For the next month, the project team plans to incorporate comments from Termoelectrica into draft reports for Tasks 1 and 2, and develop draft reports for Tasks 3 and 4. Task 5 will also be updated to incorporate comments from USAID. The project team aims to complete these activities by September 13, 2019, for Tasks 1 and 2, and by September 30, 2019, for Tasks 3 and 4.
