Abstract
The project's objectives are to strengthen legislative processes, improve oversight, increase outreach, and increase institutional development. To achieve these objectives, ALBA will build on the foundation of USAID's previous and current programs while expanding support to the Meshrano Jirga (MJ). The project's institutional setting is characterized by a bicameral Afghan Parliament, which has made significant strides since the 2005 elections. However, serious challenges remain, including security and political transition, traditional/cultural norms, economic constraints, and the Executive branch's power and lack of transparency. Both Houses of Parliament, the Wolesi Jirga (WJ) and the Meshrano Jirga (MJ), need to improve their performance in key areas, including capacity, performance, and public input for policy reforms. The ALBA project's management structure is led by DAI, with a Chief of Party (COP) and a Deputy Chief of Party (DCOP). The project team will work closely with the Afghan Parliament, the Government of Islamic Republic of Afghanistan (GIRoA), and other stakeholders to achieve the project's objectives. The project's performance management system is designed to ensure accurate and timely reporting of performance indicators, including data collection and analysis, reporting, training, and a monitoring schedule. The system includes a Results Framework that links the achievements of the program to both intermediate results and higher strategic goals of USAID Afghanistan. The framework consists of a combination of output, outcome, and impact indicators, as well as cost-effective data collection and verification systems. The project's key features include a summary of the institutional setting, a description of the performance management system, a clear Results Framework, detailed Indicator Reference Sheets, and a change indicator table. The Indicator Reference Sheets provide required background information relating to each of the indicators designed for the program, while the change indicator table provides information on the changes to the indicators since the last approved PMEP. The project's objectives are clearly in line with both GIRoA and USG strategic objectives and priorities. USAID's overarching Assistance Objective (AO) 1 for Democracy and Governance in Afghanistan is "Improved performance and accountability of governance," which ALBA supports through its work on strengthening governance and service delivery at national and sub-national levels. The project's geographic focus is Afghanistan, with a specific emphasis on the Afghan Parliament and the Government of Islamic Republic of Afghanistan (GIRoA). The project's timeframes are aligned with the USAID Mission Strategic Objective, which supports the building of a stable democratic state in Afghanistan. The project's recommendations are based on a thorough analysis of the institutional setting, the performance management system, and the Results Framework. Overall, the ALBA project is a critical initiative aimed at strengthening the legislative processes of the Afghan Parliament and promoting good governance in Afghanistan. The project's objectives, management structure, performance management system, and Results Framework are all designed to support the project's goals and ensure its success.
